[GreenYes] Charging for bags
I have never seen this in the US either, have seen it in Netherlands. One interesting result was that those who forgot their bags scavenged nearby small cardboard boxes to carry home groceries. Two of our local stores, a coop Weaver St. Market and the Whole Foods chain member Wellspring grocery offer 5c off per large grocery bad. Weaver St. sells many things in bulk & used to also offer an additional 5c off for each bottle or jar brought for bulk oil, honey etc. and charged extra for those containers e.g. HDPE tubs used to pack the liquids.  They started w/ a stamp system as previously alluded to, but switched to a cash discount.  There were people who would bring the small plastic grocery sacks that hold very few items and then demand their nickel/bag. Thus the store policy changed to explicitly a large filled grocery bag for the discount. People worked hard for that nickel.
