In a globalized economy international actions are becoming the norm -- like 
those in EU for instance. Should we be working through NAFTA for action on 
extended producer responsibility?

A ban, by the way, is implicit in producer responsibility regimes, which 
say the product will be banned..... *unless* the producer can provide an 
environmentally acceptable discard management solution.
