According to Environmental Packaging, May 2001 ("European Parliament Calls for Producer Responsibility for PVC"), the European Parliament voted that PVC manufacturers' efforts have been inadequate to deal with the problems from stablizer (lead and cadmium) and softening (phthalates) additives in the resin which it concludes are toxic. It called on the EC to develop a strategy for substituting other materials for PVC.
