According to yesterday's Wall Street Journal ("Bush Mulls Cutting Budget Outlays for Environment," 2/22/01), Pres. Bush is planning to pay for increases in education spending by cutting environmental programs. Most of the planned cuts appear to be focused in the Department of Interior, especially in those areas of activity opposed by timber and mining interests, such as the Bureau of Land Management that has been associated with regulating grazing and mining. Also pegged for large cuts is the Hanford Nuclear Reservation cleanup in the DOE budget, and the Army Corps of Engineers' flood control projects. "The EPA is likely to fare much better, but it too, is facing potential cuts in one program that helps state and local governments pay for water and waste treatment plants and pipes." Not mentioned for especial cuts is the EPA Office of Solid Waste.
