        Along side the European Parliament's decision to ban phthalates in PVC toys, the
    European Commission has issued a Green Paper on PVC's on July 26th which indicates that
    the EC, among other things, "favors increased recycling of PVC," subject to possible
    restrictions on phthalates and cadmium additives.

        In view of the enormous economics burden that any PVC presence in the recovered PET
    stream creates regardless of the type of stabilizers, that would be a very unfortunate
    outcome. Separate from the constellation of environmental issues that have been raised
    about PVC and the stabilizers and softeners used in the resin, PVC bottles are
    economically incompatible with any effort to rational recycling systems.
