[GRRN] Incentives in Recyclables Collection Contracts

Is anyone aware of communitities that have made use of positive
incentives in recyclables collection contracts in order to motivate
contractors to:

1) Maximize tons of recyclables collected
2) Provide excellent collection service (i.e. low number of missed
pick ups, good follow up on pick ups that are missed, bins placed
back so they don't obstruct sidewalks, rejection stickers used
properly and consistently, etc., etc.).
