We've had the same problem in Australia since one of our States (South
Australia) passed Beverage Container Deposit Legislation in the 1970s -
corporate-funded organisations masquerading as being community-interested
have prevented CDL being introduced in other States. We exposed one of them
(the Litter Research Association) for substantially funding state
government litter programs according to a _written_&_signed_ agreement
saying that the funding was conditional upon Container Deposit Legislation
NOT being introduced.

Keep Australia Beautiful ... introduce Container Deposit Legislation!
