David,

I recommend you look at http://www.nsc.org/ehc/epr2.htm for electronics
recovery and recycling. Patty Caulkins or Jack Azar are good at Xerox.
Digital has a recycling plant in Contoocook, NH. The U of TN report on
Extended Product Responsibility: A New Principle for Product-Oriented
Pollution Prevention has an entire chapter of efforts underway at
various computer manufacturers. Call 423-974-8979. John Reindl's list
of a few days ago also has lots of web sites.

Deutsche Morgan Grenfell's 10/1/97 "The Solid Waste Industry" writeup, =
by Mari Bari, includes this nugget:

WMX formed its Chemical Waste Management subsidiary in October 1986 to =
address the 'hot' hazardous waste market. ... But in the late 1980's =
things started to change. The EPA enacted the Emergency Planing and =
Community Right to Know Act in late 1986, which mandated that all =
hazardous waste generation be reported to the EPA and made available to =
the public. Suddenly, large companies such as 3M, Dow, and Dupont found =
themselves on the front page of the New York Times as the biggest =
polluters in America. They did not take this lightly. Concurrently, the =
EPA crimnalilzed the act of coporate pollution. Therefore, for the first =
time, CEOs could go to jail for illegal dumping, treatment, etc. This =
brought the subject of pollution into the Boardroom. Finally, treatment =
and disposal costs were continuing to rise and industrial companies were =
realizing they could save a lot of money if they minmized the amount of =
hazardous waste they generated. Important, the top 20 to 25 hazardous =
waste generators in the United States accounted for about 70-80% of the =
waste generated -- and virtually all of them embracesd major pollution =
prevention programs. Suddenly, the hazardous waste companies saw their =
fixed base facilities volumes' from industrial processes declining =
sharply." (at p. 8)."
