EPA's 35% Goal: Comments Anyone?

On June 17, 1996, in Newport Beach, California, EPA announced a
new U.S. goal of 35 percent recycling rate by the year 2005, and
requested comments from the public.

what timeframe?

The 35% goal which Elliott Laws proposed in June will be one of a
set of goals which EPA plans to propose for various areas of the
environment. When proposed, the complete set will be open for
comment for a period yet to be defined. Thus, I can't now specify a
closing date for comment. However, I assure you that we will welcome
comment on the 35% proposal at least through September. Comments
