The Northeast Recycling Council or NERC published "STATEWIDE MATERIAL
DISPOSAL BANS AND RECYCLING REQUIREMENTS IN NERC STATES"  in November
2005 The NERC States are the New England States, PA, NY and NJ.  It's
available on their web site at http://www.nerc.org/documents/recyclingrules.html
