Bid Description: The City of San Diego (City) Environmental Services Department (ESD) is seeking proposals to design, construct, and operate an open-air Material Recovery Facility (MRF), located at the Miramar Landfill to process mixed construction, demolition, and inert (CDI) debris and other recyclable materials.  The goal of the ESD is to develop a MRF to process and divert up to 1,500 tons per day of mixed CDI material from disposal at the Miramar Landfill, while creating the highest quality end–product possible; to enhance the marketability of diverted material; to ensure the long-term viability of the MRF operation; and to extend Miramar Landfill’s life.  
 
When downloading the RFP document, please note that the attachments to the RFP, including the draft Agreement and Waste Composition Study Final Report are included in the RFP PDF file in the referenced order.
