The City of San Jose, CA has exclusive solid waste agreements for the
residential sector and a non-exclusive franchise system for the commercial
sector.  The residential sector has 3 districts with 3 haulers that service
garbage, recycling, and greenwaste pickup, with more than one hauler per
district.  The commercial sector currently has 28 active franchised solid
waste haulers.

I am looking for examples of communities that franchise trash collection.
Those that have more than one hauler per district, and that have multiple
districts would be especially pertinent.
