Back in the seventies and eighties during the oil embargoes in Fresno,
California; the Fresno Economic Opportunities Commission ran an insulation plant
that used old newspaper and a flame retardant to make insulation. This was a key
market for the paper collected by the Metropolitan Area Recycling System
(MARS), one of the first curbside recycling programs in the country. Gary Liss
wrote a paper about this program.
