In some areas where there were commercial franchises metal brokers for
example who had bins in commercial areas were told that, in the legal sense, that
this was the property of the commercial franchise. The result was the court
case that said that free removal or purchasing the commodity was not a violation
of the franchise. That opinion still excludes the company who can remove the
commodity for recycling at a lower or same price as than the wasting company.
