I want recycling transporters licensed for "citizen and community safety
and welfare".

Liability insurance is needed for when a truck drives over a child in
someone's neighborhood.

What happens when a driver is in an accidental collision with another
driver?

Also I want a SAFE truck driving through my neighborhood not something
ready to fall apart and without brakes, signal lights, etc.

There are probably other reasons besides these basic common sense
requirements.

The last thing I want is for local government to use a permit/license fee
as another revenue source  or a way for someone to justify their job.
