[greenyes] recycling transportation permits

The City of Long Beach requires a permit for the transportation of refuse 
in the city.  I am researching the possibility of requiring a similar 
permit for the transportation of recycling.  Does anyone know of a 
jurisdiction that requires such a permit?  The refuse transportation 
permit fee is a percentage of the hauler's gross receipts (for business 
within the City).  In order to encourage recycling, we would obviously 
want to charge less for transportation of recyclables than for hauling the 
same tonnage as refuse.  What other issues should we be looking at?  I'd 
love to hear about anybody's experience or thoughts on this issue.
