Jenny,

Product Care in British Columbia has a working product stewardship program 
dealing with mostly household (and some farm use) paint, flammable liquids, 
pesticide and gasoline. Provincial legislation states that recovered 
material must be re-used or recycled according to best available practices. 
There is a hidden user fee that pays for the program, completely run by 
industry.
