Sometimes beverage cartons/carrier stock are not accepted because they are not readily recyclable the wet strength chemicals can also make them harder to re-pulp.

I can understand pizza boxes because they get food on/in it.  But why the
first 2?

What's collected depends on your local program and the markets available to
them. May I ask where you're from and what the inquiry is in reference to
specifically?
