[GreenYes] recycling bins

Hello all,

I was wondering how other communities are handling the excessive cost
of keeping up with the 18 gallon recycling bins that we give out to
residents who participate in our program.  I know that these costs are
usually budgeted into the cost of running a recycling program or use
grant money to purchase them each year.  Are there any communities that
charge a deposit fee or charge for second or third bins?  We seem to
notice that many residents use them for other purposes such as laundry,
storage, etc. or take them when they move.   I was just wondering if any
other community has approached this topic through their respected City
Councils or other means.  Thanks.
