[GreenYes] variable rate structures for payt carts

our community is in the process of upgrading our waste
collection program to a variable sized cart system
(32/64/96 gallons)...

the city council has already authorized the purchase
of the carts and trucks, and now we are working on
establishing our rate structure...

beyond meeting operational expenses as a base rate,
are there others out there among you who have
experience with establishing rate structures. 

if so, i would love to hear from you!
