[GreenYes] transfer station standards

Almost half the municipal solid waste flowing through Washington, DC's
borders represents imported waste that flows through the city's waste
transfer stations.  DC has few regulations on the books governing
operations of transfer stations.  We're looking to identify
state-of-the-art transfer station standards and model transfer stations
in operation elsewhere -- standards and stations that address issues
such as odor, leachate, worker safety, noise, enclosures, traffic,
buffer zones, etc.

Can anyone provide such information or point us in the right direction?
