Exactly right, Bill. Canadian industry saw EPR coming in the early 1990s
(same time regulators did in British Columbia). Ever since, Canadian
industry has been trying to innoculate itself against responsibility: by
offering a little responsibility, it protects itself forever against
catching a full-blown case. This is where American industry (and
Clinton's administration) got the concept of 'extended product
responsibility'.
