I'm particularly interested in who the top three were as well as the three
worst. What were their rates??? >>

According to the 1997 State Recycling Laws Update Year-End Edition,
Top waste diversion states for 1996 were:
Vermont- 35%
Iowa - 30%
CA - 26%
Missouri- 26%
Top 10 "Recycling" States were:
NJ - 42%
MN - 42%
FL - 40%
WI - 40%
WA - 39%
Arkansas- 36%
VT - 35%
OR - 34%
TN - 32.8%
MA - 32%
