RE: Jerry Powell's recent Editorial Perspective in the March 1999 issue of
"Resource Recycling".

Jerry must have taken a course in TOUGH LOVE. Surely he must love the
industries who buy ads in his publications and subscribe to those same
publications. Yet, he rather boldly handed out some free consulting advice
in his editorial that will undoubtedly raise the ire of some of those same
industries.

Jerry laid out a menu of options for reaching 'yet-to-be-attained recycling
goals' established by states and local communities who are reassessing their
recycling activities in the face of flat or declining recovery levels. In
view of the aluminum industry's insistence on counting imported scrap cans
in the number of aluminum beverage cans recycled (SEE NOTE BELOW), I was
particularly drawn to NUMBER ONE on Jerry's FREE ADVICE LIST.

"QUIT CHEATING: This journalist has little confidence in any of the numbers
and rates thrown about by states, local governments and trade associations.
We should quit cooking the books. We need to develop a preferred
rate-calculation methodology, use it uniformly and criticize those that do not."

* * * * * * * 1998 ALUMINUM CAN RECYCLING RATE LOWEST IN A DECADE * * * * * * *

The aluminum can recycling rate as reported by the Aluminum Association last
Friday dropped from 66.5% in 1997 (66.8 billion cans recycled out of 100.5
billion produced) to 62.8% in 1998 (64 billion cans recycled out of 102
billion produced).

IMPORTANT!!!!!! When imported ubc's are excluded (as CRI contends they
should be) the 1997 rate is lowered to 59.3% (59.5 billion cans recycled out
of 100.5 produced) and the 1998 rate is lowered to 55.4% (56 billion cans
recycled out of 102 produced).
