Here in New York City,as we go through this huge transformation from =
depending on Fresh Kills to export, there is no mention of structuring =
contracts to encourage recycling. In fact, one of the "interim" =
contracts negotiated with Waste Management resulted in WM's dismantling =
its recycling equipment at one site (it had been diverting 20% from its =
commercial contracts) to handle putrescible residential garbage.

I would be interested in any more information this list serve can =
provide on municipalities structuring contracts to encourage recycling. =
I will then diseminate it to the various boards and groups monitoring =
and trying to affect the final plan for closing Fresh Kills.=20
