It seems that all the media attention helped. The Council members
decided to go ahead and fund the recycling program for the first part
of this year, but insisted that the recycling participation rate must
improve. A citizens' task force is to be formed to look at this issue.
It seems all the hullabaloo everyone raised over this issue got to the
