NEW ORGANIZATION ANNOUNCED=20
A highlight of this week's SWANA Ontario conference in Kingston, Ontario
was
the formal announcement of the new Municipal Waste Integration Network
(MWIN).
MWIN, a co-sponsor of the conference, is open to municipal, private-sector
and
non-profit organizations and individuals. While its founders are
essentially
Ontario-based, MWIN will be national in scope. Its mandate is to promote
the
municipal waste minimization and management industry, to foster cooperation
among all interests, to provide information, education and training, to
promote
policy positions, to provide a forum for discussion of issues, to share
experience and expertise of members, to organize social recreational
activities, to support global linkages, and to affiliate with other
organizations with an interest in municipal waste. For more information,

PC ENVIRONMENT AGENDA
With the return of a majority PC government for a second term and the
promise
of an ambitious new agenda, the environment community looks forward to an
announcement about the Waste Diversion Organization in the near future. In
addition, the government=92s =93Blueprint=94 spells out its plans to introdu=
ce
Canada=92s toughest environmental penalties and strongest enforcement to
Ontario.
This will be accomplished, according to the Blueprint, with the doubling of
maximum penalties for corporate environmental law breakers, the creation of
an
=93environmental SWAT team=94 at the Ministry of the Environment to audit
industries and make sure they are obeying the rules, the combining of the
current =93patchwork quilt of laws=94 that protect the environment into one
clear,
comprehensive and easily enforced set of environmental laws and the
establishment of a toll-free Pollution Hotline so that citizens can report
acts
of pollution.=20

In a ceremony this week, In-Kind Canada was presented with Mississauga=92s
Envie
Award for Non-Profit Group of 1999. In-Kind Canada, of which RCO is a
member,
collects and then redistributes used office furnishings, computers and

DEPUTATIONS INVITED FOR WORLD TRADE TALKS
The government of Canada is holding consultations this month to discuss
trade
and environment issues in the context of the negotiations to establish the
Free
Trade Area of the Americas (FTAA) and the expected negotiations at the
World
Trade Organization. The meetings are part of the overall consultation
process
that was launched by the federal government in February. At the June
meetings
in five cities across Canada, the government is seeking input on the role
of
the environment in WTO/FTAA negotiations and, in particular, the position
Canada should take with respect to trade and environment at the WTO
Ministerial
in Seattle. The Ontario meeting is scheduled in Toronto on June 17. More
