TITLE: Senior Administrator, Solid Waste Management Program

REPORTS TO: Director, Solid Waste Management Program

The Solid Waste Management Program is responsible for overseeing all
phases of the management and disposal of San Francisco’s solid waste
stream. Major program areas include recycling, landfill, hazardous
waste disposal, and long-term solid waste planning. The Program is also
responsible for monitoring the activities of the collection and disposal
companies serving San Francisco.

The Senior Administrator will oversee administrative, accounting, solid
waste and public outreach functions for the Solid Waste Management
Program (SWMP). Additionally, the position is responsible for assisting
the Director, with specific responsibilities in the areas of finance and
facility development.

* Responsibility for administrative work and staff, including budget,
contracts, grants and accounting.
* Oversee SWMP solid waste related responsibilities, including refuse
rate responsibilities such as: Rate Board logistics, and recycling and
hazardous waste program analysis (including financial analysis of rate impacts).
* Assist Director of SWMP in various duties, such as: landfill
negotiations, policy and ordinance changes and long-term planning.
* Work co-operatively with the Recycling and Hazardous Waste Program
Manager in designing and overseeing public outreach programs in
recycling, hazardous waste and solid waste. This includes various media
campaigns, neighborhood outreach and school education programs.
* Specific responsibilities for financial analysis and solid waste
facilities development.


Four college or university degree, with major work in planning,
environmental sciences, public administration or related fields;
Five years of progressively responsible administrative and/or
supervisory experience in solid waste, hazardous waste, waste water or
other public policy areas dealing with complex and sensitive
environmental regulation issues. Up to four years of administrative,
supervisory, educational/training, directing public outreach,
legislative and/or a combination of these experience can be
substituted.. Candidate must demonstrate knowledge of integrated waste
policy and issues. (Possession of a Masters or Doctorate degree in
Planning, Environmental Sciences, Public Administration, Business
Administration or related fields may be substituted for 1 to 2 years of
experience, respectively.)

Experience may substitute for education on a year-for-year basis.

1. Experience working in or with City and County Government.

2. Ability to work with a culturally, ethnically and linguistically
diverse client base and staff.

3. Knowledge of California Waste Management legislation and practices.
Experience with local and state government legislative and
administrative processes.

SALARY: Recommend: 1373 Special Assistant XIII - Salary range:
$67,260 - $81,745
This is an exempt position. Appointment above the lowest step requires
approval by the Appointing Officer and is available only under limited
circumstances. Authorization of this position is pending.
