The Air and Waste Management Association's Integrated Waste Management Technical Committee is recruiting new members and is soliciting abstracts= for the following topic areas at the 92nd Annual Meeting and Exhibition June 20-24, 1999 in St. Louis, MO.=A0 The Air and Waste Management Association has been offering quality, peer-reviewed sessions on various aspects of waste prevention, reuse, recycling, and integrated waste management planning and analytical techniques since 1990.

ATTN: Epson - Complaint Dept. re: Printer Ink Cart. Packaging

Dear Epson,

We own one of your Epson 800 color printers and are quite happy with this little printer. Recently I sent one of our employees to Cost-Co to buy some new cartridges and she came back with a package that contained two cartridges. Although the cartridges themselves were close to the size of a pack of matches, the packaging was bigger than a phone book. By weight the packaging was the bulk of material as well. =20 It is this packaging I wish to complain about!:

But first, I=B9d like to let you know that The Plactory is a plastics recycling business. We manufacture display products from 100% recycled plastics, and thus we know all about this business. (We recycle lots of old printer housings from companies such as yours.)

=88 This packaging is not cheap, and it is my guess that this packaging probably cost as much as the product itself. Between the weight and bulk of the packaging, the freight I had to pay just to get this monster to the store was much higher than it needed to be. As a consumer I resent being forced to pay for packaging and useless shipping when all I want is the= product. Now I suspect you were =B3forced=B2 into this size packaging by the buyers= at CostCo who are looking for =B3pilfer proof=B2 packaging. If this is indeed= the case, would you be so kind as to let me know, and I will work on getting them to change their policy to one that is less wasteful.

=88 You claim that your packaging is =B3recyclable=B2. Now the blister,= which is the bulk of this package is made from Vinyl, which is in general not recycled! There are perhaps a very small handful of recycling centers in the US that can deal with this material, but for 99.9% of the general population of the US recycling Vinyl is simply not a possibility! The small amount of white chip board could be recycled, and many offices are able to do this. But again most of the general public is not aware of how to recycle this kind of paper, and does not have ready access to such recycling facilities. Some suggestions: Do not use Vinyl! If you must use a clamshell package make it out of PET. The cost of PET is not higher than Vinyl, it is just a bit trickier to work with and the manufactures of such blisters and clamshells are used to using Vinyl. This is a matter of overcoming some inertia on the part of your suppliers and nothing more. If you want to keep the =B3recyclable=B2 logo on your package, let your customers know where to= take this packaging, and label it so that recycling centers recognize the materials and are able to properly sort them. You might want to talk to recyclers and see what you can work out. =20 But really, the best thing would be to minimize the packaging as much as possible. This will save you, and me money and freight costs. Afterall this is not the kind of product that needs huge banners to sell it - the people who have your printers simply need refills and will seek them out no matter how hidden they are by their small size. If the stores are worried about theft, well they are being lazy and want for us to spend our money to do the work they ought to be doing themselves - that is the work of =B3mindi= ng the store=B2.

Good Luck, and please let me know what you do. In the meanwhile I will not be buying your cartridges where they are sold in such huge packages. I have noticed that Staples packages are smaller - not small enough, but better!

The Chelsea Center for Recycling and Economic Development seeks a creative, self motivated person for the position of Community Economic Development Coordinator (CEDC). The CEDC will develop a new Community Economic Development through Recycling initiative, working with 2-3 communities in Massachusetts to find new end uses for recovered, or potentially recoverable, waste materials. This position is funded through June 31, 1998, however, there is a strong possibility of future funding if there is demonstrated success.

Anticipated tasks include: =B7 Identify target communities (rural and urban) =B7 Find local leaders to advocate for project =B7 Develop and work with local task force of business, community, and recycling leaders =B7 Identify local waste streams and local end-use options, including use by existing company(ies) in existing or new product lines, attraction of new companies, and start-up ventures =B7 Define role of community in project =B7 Perform market research on recommended options =B7 Define steps needed to bring project to fruition (siting, financing, marketing, etc) =B7 Identify public and private resources to support the project =B7 Working with municipal recycling coordinators, finalize draft Action= Plan for Community-based Economic Development through Recycling =B7 Develop agenda and mailing list for statewide workshop on community economic development through recycling =B7 Develop workplan assuming future funding of position

Background The Chelsea Center for Recycling and Economic Development was founded by the Commonwealth of Massachusetts in 1995 in order to create jobs, support recycling efforts, and help the economy and the environment by increasing the use of recyclable materials in manufacturing processes. The Center is part of the University of Massachusetts. Funding comes primarily from the State of Massachusetts through the Strategic Envirotechnology Program and the Clean Environment Fund; funding for the CEDC comes from the Clean Environment Fund. Staff currently consists of a Director of Technical Programs, Business Specialist, and Administrative Manager who report to the Executive Director. The CEDC will also report to the Executive Director.

The Chelsea Center accomplishes its mission through a range of activities, including assisting manufacturers that currently use recyclables, as well as those that do not, in overcoming technical and financial barriers to utilizing more scrap materials; assisting entrepreneurs in commercializing new, innovative recycling and reuse technologies; attracting new scrap based businesses to the State; working with other business and technology service providers; and developing and transferring related technologies.
