Ford,

When I lived in Santa Cruz, CA from 1973 to 1980, there were stores that
did charge if you used a new store bag, and not if you reused a bag.
There were bins at the front of these stores for people to deposit any
type of empty bag they wanted to get rid of for others to reuse.

Dear Mr Anderson,

I am trying to find out more about the Decopier device which has been
launched by ImageX technologies. I found your e-mail address from a web
search and am interested to know whether you have any further
information on it? If you have any information - even if it is just the
address of ImageX I would be extremely grateful.

I work on the product development team at UK Paper and obviously any
such developments are extremely interesting to us.

Yours Faithfully

Rachel Roberts

According to the 12/7/98 Plastic News ("Film, resin industries eye
Mobil-Exxon merger," by Frank Esposito)

"Plastics film and resin markets could feel the repercussions of the
massive merger between oil giants Exxon Corp. and Mobil Corp....
"The deal, which is being driven by industrial overcapacity, declining
oil prices and increased international competition, could alter the
landscape of the North American plastic film market. Mobil=B4s Pittsford,
N.Y.-based films unit, which leads the world in oriented polypropylene film
production, ranked 13th in Plastics News=B4 1998 ranking of North American
film and sheet extruders, with $350 million in sales.
"Exxon=B4s films business, which makes polyethylene and PP film, ranked
41st in the PN ranking, with $125 million in related 1997 sales. Exxon
officials, however, said recently that the company is looking to sell its
films ...
"From a resins standpoint, the potential coupling would boost Exxon=B4s
presence as the world=B4s largest PE maker. Exxon/Mobil would rank second in
North America in both high and linear low density PE, and would move past
Westlake Polymers and Chevron Corp. into the third position in LDPE....
"The combined numbers are astronomical," Bahl said. "This has got to be
a concern for companies like (PE makers) Dow, Equistar, Borealis and
Elenac. Dow is already global, but the others that aren=B4t are going to=
have
to think about it."

Myra,

That's pretty cool of those stores to overcome their usual paranoid feelings
about having used bags hanging around for the good of the environment. I've
run into concerns from the larger stores expressing fear of the nasty bugs
that may congregate in saved grocery bags. Although it may be true to some
extent, I have often wondered to what extent. We collect brown paper bags=
for
recycling from our curbside subscribers and have never noticed an
"infestation".

Rebbecca,
Since the stores do not take it upon themselves to advertise the cost of=
the
bags they charge everybody, maybe we should do the advertising for them. We
should look into it after we get Coke, etc. to assume responsibility for=
their
plastic bottles which should probably happen just before Earth Day.???? ; )

<< Greetings:
This is a notice of availability for JTR and Climate Change project funding
under EPA's solid waste program. EPA is requesting proposals for these
programs as in previous years, with Pay-As-You-Throw proposals now
being evaluated under the Climate Change review process. This year's
proposal development process is identical to the process we used last
year and is designed to be less burdensome for both applicants and
reviewers.=20
Program descriptions and schedules are outlined below. If you have a
project for which you would like to apply for financial support, please call
the appropriate regional or national contact listed at the end of this
message to request a full program solicitation. Each grant solicitation=
will
proceed at essentially the same schedule. =20
Application Pre-proposal Stage
Once you have determined the assistance program under which you
want to apply and have received and read the full grant solicitation,
please call your program contact listed in the solicitation to discuss the
eligibility of your project. It is important that you call your contact to
discuss your project idea before submitting the written pre-proposal. If
after consultation with the regional contact you determine that your
project idea is consistent with the goals of the program, you will be
asked to submit a two page pre-proposal.
Review of Pre-proposal
EPA will review the pre-proposal and determine whether it meets the
criteria and priorities of the specific program solicitation. If your
pre-proposal is accepted you will be asked to submit a full, six page
proposal. If the pre-proposal does not meet the specific program criteria,
you may be referred to other possible funding sources for your
consideration. (One place to look for additional information on available
grant funding is the JTR website <www.epa.gov/jtr> under "Financing.")
Final Proposal Process
EPA will review full proposals and make our final selections in the Spring
of 1999, at which time you will be requested to submit a full application
with Form 424s and workplans. EPA will make final awards no later than
the Summer of 1999.=20
In summary, please read the program briefs below to first determine the
eligibility of your organization. If you are interested in submitting a
proposal for our consideration, you should then determine which=20
program best fits the proposal you have in mind. Please contact the
appropriate person listed below to discuss any project that you would
like us to consider. Thank you in advance for your interest in working
with EPA on solid waste projects.

reusable or recyclable materials.=20
Eligible Applicants: State agencies, Indian tribes, territories and (new=
for

greenhouse gas emissions. First priority for funding in FY 99 under this
initiative will go to help incorporate waste reduction into state and local
climate mitigation plans and to share waste management experience
internationally. Funding will also be available for innovative waste
reduction projects that demonstrate measurable greenhouse gas
reductions and for Pay-As-You-Throw projects that target large cities or
many communities. For additional information on Pay-As-You-Throw,
check out the website at <www.epa.gov/payt>. A climate change and

waste website will also be available soon at

Measurable Results: Where possible, actual tonnage of waste reduced
or recycled. US EPA will convert waste tonnages reduced/recycled to
greenhouse gas emissions reductions. In case of Pay-As-You-Throw
programs, actual numbers of communities implementing program or
number of people potentially impacted should be reported.

number of people potentially impacted should be reported.

The Saint Paul Neighborhood Energy Consortium (NEC) launched their
residential materials exchange program in April, 1998. The program, called
the Free Market (SM), has been very successful so far. We have had over 250
successful exchanges.=20
We are now looking for help on ways to quantify our success. Does anyone
know of a listing, database or anything where we can find out the
approximate weight, disposal price and diverted purchase price of typical
household items such as sinks, carpeting, couches, window, lawnmowers, etc.?=
=20
Any input is much appreciated. E-mail the list-serve or to me directly at
annef@spnec.org

For those interested in checking out the Free Market, we are on the web at
www.twincitiesfreemarket.org. Comments on the web page are welcome too.
(Please only list items if you live in the Saint Paul/Twin Cities metro area
- thanks.)
