Subject: NPR Question about Bottle Bills

Thanks for the notice about the NPR call-in show on bottle bills. My
question to the panel may have been cut short so I'll pose it to the group:

"In Colorado and I suspect a growing number of markets nationwide,
the 20 ounce PET container is on its way to rendering the aluminum UBC
obsolete. Has the industry forcasted the economic impacts on recycling
programs as plastic becomes substituted for aluminum?
In short, will plastics make it possible for curbside recyclers to
continue to operate? If not a bottle bill, what could the plastics
industry support to recover these comparitively low value containers?"

It seems to me we need to get more support for a bottle bill from curbside
recycling companies and programs. If they've seen their revenues plummet
as a result of product substitution like we have, perhaps we can coalesce
that support.

Anyone else asking this type of question? Documentation of this trend or
contacts in the plastics industry for a response would be appreciated.
