In my opinion, there are two criteria for materials: In an environmentally
safe manner, they must: 1) be recycled, or 2) biodegrade/compost. Only
materials necessary for the public health or national security should be
exempt from these criteria. Storage is the only responsible answer for
exempt materials, not polluting landfills and incinerators.

The economic arguments against "zero waste" methods cannot cost account for
extensive, and often permanent, damage to the public health and the environment.
