Pat,

I believe that the bioplastic-for-beer was for PLA cups, which are compostable, not bottles.   You are absolutely right about bioplastic bottles being a big problem, and the national moratorium against the marketing of bioplastic bottles remains in place.

My understanding is that the bioplastic bottles are compostable but not recyclable. Who will take responsibility for composting the bottles?

The Oakland A's moved to bioplastics-for-beer in their work with Stopwaste.Org.  It's not ZW, but it's a start.
