[GreenYes] policies/ordinances requiring use of mulch or compost

Hi all,

I'm in search of communities in North America that provide incentives
for or require the use of compost or mulch products in certain
applications as a way to promote markets for organics recycling. These
could be landscape water conservation ordinances, pesticide reduction
policies, building codes or other that mention or require residents,
businesses, government or institutions to use compost or mulch. Any
leads on communities and/or policy language would be great.
