If you think food scraps as waste they will end in those grinders or garbage bins.

I think that if house owners are not able to dispose of their food scraps that easily, they would make more efforts to reduce food scraps.  California Integrated Waste Management Board has a very good FAQ page on <a href="" href="http://www.ciwmb.ca.gov/FoodWaste/FAQ.htm">http://www.ciwmb.ca.gov/FoodWaste/FAQ.htm">Food Scrap Management</a> to work on this issue.

In Malaysia, we have an organisation that collect excess food and scrap and cook them up as new dishes for the destitute.
