I am interested in understanding the decision making process the various
municipal recycling programs use when passing their collected
commodities through the system.  What are the criteria and how are they
weighted?

I am also interested in understanding the prevalence and nature of any
verification / certification (third-party or otherwise) municipal
recycling programs are requiring as part of the pass-through (marketing
or other form of diversion).

Can anyone help me with an understanding?
