[GreenYes] Reporting by Secondhand/Thrift Shops?

Looking for information about cities that require regular reporting by
second-hand/thrift shops, etc., re recovery/recycling of textiles, used
electronics, etc..if requirements exist, please explain how they work - both
in theory and in practice.
