One element of the exporting formula that needs to be kept in mind is the incredibly low cost of shipping baled recyclables to Asia. Due to the balance of trade (we buy far more things from Asia than we ship them), westbound freight often costs about one-sixth or one-seventh the cost of eastbound ocean freight because shipping lines want to get containers back to Asia to again fill with Nike teenies and Sony flat panels. For many in the domestic recycling industry, it's cheaper to ship a truckload of material to Hong Kong than it is to an American destination a thousand miles away.
