Hi John -

The easiest way to tell whether the packing peanuts have anything in them
besides cornstarch is to have your citizen melt one in a glass of water. If
there is any plastic binding agent (doubtful ... cornstarch itself is a
binding agent), there will be visible residue.

I have heard that some still contain a polymer as a binding agent.
I would check with the manufacturer before I added it to my pile.
