[GreenYes] Recycling/Solid Waste Advisory Boards

Interested in information, links, etc. regarding municipal advisory (and
governing) boards related to solid waste management and recycling - roles,
responsibilities, resources, membership/appointment, meeting frequency,
annual reports, public forums, etc.  New York City's Citywide Recycling
Advisory Board, created in 1989 by NYC's Mandatory Recycling Law, is in need
of revitalization, and am searching for ideas re its next generation.  [I
served as chair for more than five years in 1990's, and currently as
vice-chair.]  Please be candid about their actual functioning.
