[GreenYes] WR3A compliments but suggests reform to CA SB20

The gist is that CA should not require CRT vacuum tubes be damaged (ruined) prior to sending back to manufacturers.  No other environmental group suggests or requires that. Would increase reuse and save the state millions, increase reuse, cut the legs out from under the junk exporters.
