The plan calls for $19.9 billion in transportation spending that promises to unclog roads and highways all over the state and improve California's bus, rail and transit systems. Its $10.4 billion education component would build and modernize an untold number of K-12 classrooms and expand the state's universities and community colleges. Some $4.1 billion - with an added $500 million general fund appropriation - would repair levees and improve flood protection in Sacramento, Marysville and Yuba City to 200-year levels.
