[GreenYes] the "perfect" recycling program

Hello GRRNyes, 
this question from a representative of NC Sierra Club who will feature
recycling issues in their next newsletter.  

"do you know of any list which describes the components of the
"perfect" recycling/solid waste program? I'm asking because I wondered
what criteria a citizen might use to evaluate his/her community's
program and talk with officials about improvements."
