  RE:  the "perfect" recycling program

  This one's not PERFECT but it gets high recycling rates, rave reviews from
the public AND, it makes producers responsible for their waste.  It's the
system of refundable deposits.  It doesn't work for everything but it sure
works well for beverage containers.  It could work just as well for a myriad
of other consumer goods including:  batteries, electronics (large and
small), appliances (large and small), automobiles, and so on.
