If the green initiative was understood by the government and the investors  
there would be a rather large gap between the tides and future buildings.   In 
the Fla Keys new structures the first floor is open so the tide can wash  thru.
 
There is a co that has a building with foam and wire that is assembled  on 
site and sprayed with concrete. Sustained 200 MPH winds and zero damages. One  
actually washed away and floated. No termites. building in less than a week. No 
 roofing, nor painting nor leaks and mold.
