SWANA's staff my know of int'l listserves. As a member of SWANA, there are a number of listserves you could post your questions to; its members often are connected worldwide.

The International City Managers Association would be the next place to look, though I don't know if they have any listserves for waste issues along the lines of what you're looking for. They're at http://www.icma.org.
