Megan, you might want to link up with WasteCap of Lincoln, Nebraska. http://www.wastecaplnk.org/ They formed a business cooperative to deal with anticompetitive haulers, and wound up with rather comprehensive commercial recycling at very fair prices. This might provide an alternative model if restrictive franchise agreements aren't politically palatable in your area.
