The US Government is striving to reduce the use of paper. Yes, the Federal Government. The Office of Management and Budge (OMB) has set a goal of 1 November 2005 for all grants to be publicized electronically instead of in the paperbased Federal Register. A couple of weeks ago, the US Department of Housing and Urban Development (HUD) issued their Notice of Fund Availability (NOFA) through www.grants.gov. Someone in the office printed out the entire document, and it was a stack of paper 4" tall (printed single sided). The applications have to be submitted electronically. A typical application in a program I work in is typically a stack of paper 1" thick.
