Speaking of definitional differences, Massachusetts draws a distinction
between 'diversion' and 'recycling'.  One example of this is using wood for
bio fuel.  It's diversion ... not recycling.

But it may be included in the number you get, depending on how you ask the
question, so buyer beware!
