For your information, the Danish Environmental Assessment Institute, a governmentally funded agency, has published "Rethinking the Waste Hierarchy", with individual chapters written by an international group of economists, including Clemen Rasmussen (project manager), Dorte Vigsø, Frank Ackerman, Richard Porter, David Pearce, Elbert Dijkgraaf and Herman Vollebergh. The basic conclusion is that an examination of alternatives should include social, enviromental and economic costs and benefits and some EU directives do not result in the lowest costs. This document may stimulate discussion in Europe on their packaging, landfill and other directives.
